ASPBAE's Executive Council is comprised of a total of 10 members (2 each from the 4 sub regions, the President and the Secretary General).

Each of the sub regions is represented by 1 man and 1 woman maintaining a gender representation on the Executive Council.

The Council members are experienced adult educators from very dynamic CSOs in the region working in the areas of adult literacy, women's empowerment, education campaigns, HIV/AIDs education, education for peace, indigenous education, to name a few.

The Executive Council meets once every year along with the staff to review the activities of the previous year, approve plans and budgets for the forthcoming year, approve membership applications alongwith other matters.

The ASPBAE programme staff are located in Mumbai, Jakarta, Manila, Australia, Port Moresby and Honiara.

The Secretariat is based in Mumbai, India.
