The 2009 issue will attempt to identify different models of governance, management and financing of education systems across the world, and provide an analytical framework for the discussion on governance, management and financing of education. The framework aims to structure the discussion and to show the linkages between governance, management and financing for the achievement of EFA. The Board underscored that a right’s based perspective should underpin the discussions on governance, management and financing in this report. It also agreed that care should be taken to clearly define “governance” in education in this report given the varied connotations and meanings of governance in different settings. The issues within this theme should also be located within the political economy of education globally, viewing education not only as a tool for economic development but its contribution to social transformation. The Board also agreed on the themes of the GMR 2010 and 2011 issues. The Board proposed GMR 2010 to focus on “Teachers and Learners” – within a broad EFA frame to include a review of issues and concerns related to teachers/facilitators outside the formal system. The Board also proposed a stress on learning achievements/outcomes and quality issues of learners within the whole EFA system. The Board deliberated on two other issues for consideration in GMR 2011: an issue on Goal 3 or education for young adults and life skills given the over-all agreement that this area was not sufficiently covered in the GMR issue on Literacy; and another issue on Education in Hardship situations, to cover not only the impact of conflict but also other emergency situations, fragile states, poverty in achieving the EFA targets. The production of GMR 2008 on the mid-term review of EFA is underway. The launch is targeted for December 2007 to coincide with the EFA High-level Group Meeting in Dakar, Senegal.
